Turns out it was both this and a DoS attack. Hopefully we've mitigated the attack as well now.

The root of the problem is "the good old cisco firewall" that keeps on acting up. We've finally gotten to the point that it's scheduled for replacement, so hopefully this type of problem will happen less once that's done.
