This isn't really a PostgreSQL bug, but:

What does your /etc/environment say, on the line that mentions
PGOPTIONS?  If it doesn't have exactly PGOPTIONS="..." (I mean, if you
have extra whitespace etc) then update-info-dir can fail like that, I
believe.
