Thanks for the report. This is being tracked at https://github.com/pgadmin-org/pgadmin4/issues/10428, which includes a workaround (set GSS encmode to disable in the server's connection properties).

We encouraged a possible bug with the new version of pgAdmin 4 v9.18 install on Windows. 

When trying to run psql.exe from the command line, we get an error "The code execution cannot proceed because gssapi64.dll was not found. Reinstalling the program may fix this problem."  This error does not occur on the pgAdmin 4. V9.17 installation on Windows.
