Development of pgAdmin 3 stopped some time ago, so I'm not surprised that it can't cope with recent PG servers. You should use pgAdmin 4 instead. Don't know anything about its minor versions, though.
pgAdmin-specific questions are best directed to one of the pgAdmin lists, eg pgadmin-support@lists.postgresql.org
