To answer your first 2 questions: it doesn't currently work 'natively' on Windows, but hopefully by version 7.5 there will be.
 
About the issues ppl have; well I use it only for sporadic development, not for production runtime. I get the impression that most problems are with installation; ppl not following the procedures properly. Once running, maintenance shouldn't be that much harder I think?
 
I also get the impression that it's not quite stable under cygwin and that stability under Linux / BSD might be better.
 
Anyways, don't take just my word for it! :-)

Three questions would appreciate the feedback on:
-Is there currently a way to have postgres installed without cygwin in windows?
-If not, then is there development currently underway to make it work entirely on windows without cygwin dependency?
-looking at the threads for cygwin, seems like people running into a lot of issues with postgres w/cygwin - is development and maintainence of postgres much easier if directly running on a linux box?
