Sorry, I need SQL construct. Please try:

create or replace function foo(bool) returns void as $$ ... $$ language 
plpgsql volatile strict;

I can't to do:

create or replace function wrapper() returns void as $$ select foo(true); $$ 
language sql volatile strict;
