Howdy,

I recently noticed that Devrim added pgTAP to his RPMs:
   https://projects.commandprompt.com/public/pgcore/changeset/1021

I'm pleased about this, of course, but I couldn't help noticing that the URL he's forced to use is rather…unfortunate.
   https://projects.commandprompt.com/public/pgcore/browser/rpm/redhat/8.4/pgtap/F-11/pgtap.spec?rev=1021

See the "2316" in the URL? This is the URL that pgFoundry creates for downloads. Every single download on the site has
uniqueID like this. This makes it possible for a project to predict URLs in advance of a release. This is not good. 

What would be required to make that go away? IOW, I'm asking, how can we have URLs like this:
   http://pgfoundry.org/frs/download.php/pgtap-0.23.tar.gz

Instead of this?
   http://pgfoundry.org/frs/download.php/2512/pgtap-0.23.tar.gz

If there is a better list for this inquiry, please do let me know.
