Your include path contains /usr/local/libxml2/include/libxml2/libxml,
so Postgres is probably looking for
/usr/local/libxml2/include/libxml2/libxml/libxml/parser.h, which I
suspect is wrong. Try removing the extra "/libxml" from the include
path.
