Because that's what comes with ossp-uuid 1.6.2, and I assume is what
configure chooses when we use --with-ossp-uuid:

[buildfarm@bf2-linux ~]$ uuid-config --libs
-luuid

FYI, there was also a bug in the installer which didn't copy the
library properly, which has been fixed for 9.0.2.
