You need Oracle's header files.
In Instant Client they are called "SDK", and in the regular Oracle
client installation they are called "Programmer" or some similar
cryptic name.  If in doubt, install everything.

If you have PostgreSQL 9.1 or later, you could consider using
oracle_fdw (http://oracle-fdw.projects.pgfoundry.org/).
