That page is out of date. 7.3.1 is the current release. Try
ftp://ftp.postgresql.org/pub/v7.3.1/postgresql-7.3.1.tar.gz
I'm not sure whose responsibility it is now to update the website
for new versions, but seems nothing has been done for 7.3.1.
