It's part of the MIT Kerberos package. I've fixed the buildscripts and
regenerated the zip file. You should find the updated file
(postgresql-8.3.0-2-binaries-no-installer.zip) on the main ftp site
ftp://ftp.postgresql.org within an hour, and on the mirrors within 24
hours.
