Here it is then, version 21. Changes:

 - docs cleanup
 - downgrade a debug message from NOTICE to DEBUG1
 - get rid of custom_variable_classes
 - get rid of CREATE EXTENSION WITH ENCODING option
 - some context for WITH NO DATA option docs

The docs are updated in their HTML form too, if that's easier to read:
