Have you tried simply typing in something like this:
CREATE TABLE my_table (
id SERIAL NOT NULL PRIMARY KEY,
column1 int,
column2 text
);
What sort of errors are you getting?
You can see the full syntax for the create statement with a simple:
\help create table
on the command line.
