pg_database - Mailing list pgsql-interfaces

Hi,

I have a sql file, tapuser.sql.
I put postgresql working on 
RH5.2.
Now, what do i need to do?
Hw to create a database?
pgaccess says that this database is not on pg_database. What's that?
