List pgsql-general
I'm running 8.3 on Windows XP.

I input > pg_ctl reload -D c:\program files\postgresql\8.3\data - or any
combination thereof, with or without brackets and the server is running.

The return is - 'pg_ctl: too many command-line arguments'.
