Maybe you installed a new server SSL certificate and forgot to remove
the passphrase from the .crt file?

That's only a guess though, because "asking for a passphrase" is
very vague.  If you need more help, please provide the *exact*
output and the context where it appears.  Also, what PG version
is this and on what platform?
