Hi,

Attached is a draft of the PostgreSQL 19 Beta 4 release announcement. 
Please review for accuracy and glaring omissions.

Also, given discussion around "when will PostgreSQL 19 be released", the 
announcement contains the latest guidance as to what to expect when, 
i.e. we should be moving into the RC phase in early October.
