Sure, it's very much capable of diong that. See
http://pginstaller.projects.postgresql.org/silent.html, specifically
look for SERVICEACCOUNT, SERVICEPASSWORD and CREATESERVICEUSER.

Can't do that with stock postgresql, you'll need to hack up your own
version.
