The documentation says that "rules are mostly broken".  How hard would
it be to repair them to the point where they could do simple column
contraints like forgein keys or "NOT NULL"?

On a scale of 0 to 9, say with 0 being "helloworld" and 9 being
re-writing postgresql from scratch.

Thanks for any thoughts.
