9.5.0200 or 9.3.xxxx works fine in your environment simply because
msvcp100.dll exists in your environment.
It should have been proper for 9.5.0100 to distribute msvcp120.dll as
well as msvcr120.dll.
I would add msvcpxxx.dll in the next release.
