Thank you Dave, but it does not proceed.

I could write some files on this directory you mention. Curiously I found a pgpass.conf up there.

Would you have another suggestion my friend ?

It sounds like you don't have write permission on your %APPDATA%\postgresql directory. Theat would explain why you couldn't write either of the two files that pgAdmin stores there.
