IIRC postgis just defaults to requiring the extension for the default
Postgres version in sid. I admit that's a bit arbitrary, but on the
server, you need at least one of the postgresql-X.Y-postgis-2.1
extensions, anyways.

What are you trying to accomplish? Do you want to install just the
client tools? Why is the current behavior a problem for you?
