Actually, it does:

select test();
ERROR:  UPDATE is not allowed in a non-volatile function
CONTEXT:  SQL statement "UPDATE i SET i=i+1"PL/pgSQL function test() line 3 at SQL statement
STATEMENT:  select test();
ERROR:  UPDATE is not allowed in a non-volatile function
CONTEXT:  SQL statement "UPDATE i SET i=i+1"
PL/pgSQL function test() line 3 at SQL statement
