I have copied this configuration file form my installed postgres 8.3.1

By the way PGDATA is /var/lib/pgsql/data

Yes there is a log file file pgstartup.log
PGLOG=/var/lib/pgsql/pgstartup.log
its contains only ths startup and shutdown messages.
