I just tested an install of Postgres on Ubuntu and sudo -u postgres psql
worked just fine.
Are you sure you installed all of the Postgres packages?
What does dpkg -l| grep postgresql show?
Is Postgres is running?
What does ps ax| grep postgresql show?
