Hi Holger,

the key is available directly from the apt directory. In your case you 
can find it here:
http://ftp.de.postgresql.org/mirror/postgresql/pgadmin3/release/debian/dists/archive_key_debian_ubuntu.gpg

There is a note concerning this in the Ubuntu installation guidelines, 
I'll add it to the debian section too.

Note that I don't upload this key to a keyserver as I don't take care 
about it as much as I should if I'd do so.
