that is the smokeping latency tracking installation for checking latency  and response times on a number of projects
hosts- it does both ICMP 
 
and http connection checking for pgfoundry.
I can disable it if you want or reduce the latency if you want but I 
would rather not - especially since I don't think that doing 0.75 very 
simple requests/s is actually "beating".
