Bugreport: de_de/tips.txt not unicode - Mailing list pgadmin-support

Hi,

because pgAdmin III\1.6\Docs\de_DE\tips.txt is not unicode =>

and no tips are availible.

If I open the file in notpad and save as UTF8, no error and tips are 
complete.
