Which version of driver are you using ?
If you are using 8.2.0002 please try the snapshot at
http://www.geocities.jp/inocchichichi/psqlodbc/index.html
.
You can simply replace the dll psqlodbc35w.dll without un/reregistration
if you installed 8.2.0002 version.
