You first move the DLL into the trashcan and then download
the installer from http://odbc.postgresql.org/
or ftp://ftp.postgresql.org/pub/odbc/versions/msi/
Alternatively, you would put the DLL into the path where
all the other database relevant DLLs are. I'd look
into ODBC connection manager for the names and then
use file search.
