Its given in documents though.

ALTER TABLE countries ADD CONSTRAINT "refer_city" FOREIGN KEY (capital)
REFERENCES
cities (city) UPDATE CASCADE ;

mind that city must be pkey in cities for it to work.

similarly the other table can be done.
