If you can improve the ipc implementation under cygwin that would be
great. Perhaps you could look at the source for the current
implementation
(http://www.neuro.gatech.edu/users/cwilson/cygutils/V1.1/cygipc/), and
come up with a patch that would improve the performance/implmentation.
