Yes, crb is enabled. On Rocky 9, powertools were renamed as crb.
However, armadillo is only provided by the EPEL. I have searched some announcement mailing lists of the EPEL, and they
recompiledGDAL libraries when they updated Armadillo to version 12. So, the same needs to be done here.
