NEW FEATURES:
1. Parse "Connect Settings" on semi-colan and send each command separately.
This behavior is consistent with psql. Also, ensure "Connect Settings"
are not placed in a transaction by the driver.
BUG_FIXES:
1. Don't use quoted identifiers for Postgres 6.2 (6.2 doesn't support them)
