I tried all three combinations.

./configure --prefix=/net/volks/volks2/pg84 --with-includes=/usr/local/include/libxml2/libxml
--with-libraries=/usr/local/lib
./configure --prefix=/net/volks/volks2/pg84 --with-includes=/usr/local/include/libxml2/libxml
--with-libraries=/usr/local/lib--with-libxml
