Yes, as is easily proven by experiment:

regression=# select 'foo' LIKE 'f%';
 ?column?
----------
 t
(1 row)

regression=# select 'foo' LIKE 'f%' escape '';
 ?column?
----------
 t
(1 row)

Who put that change in?
