Hi,

A while back I'd reported [1] to the wine bugs list that their popen() doesn't
quite work. Which I noticed because it made initdb.exe hang in wine.

That was just fixed. And I verified that with a bleeding edge wine the windows
initdb.exe actually succeeds (although I nuked the root/admin check for now).

I mostly was interested in that to make it easier to do changes that affect
windows from linux, without having to wait for the buildfarm / cfbot / CI to
come back with the inevitable problem.
