+1.  Thanks.

Agreed.  PQsslKeyPassHook_<library>_type sounds fine to me as
convention.  Wouldn't we want to also rename PQsetSSLKeyPassHook and
PQgetSSLKeyPassHook, appending an "_OpenSSL" to both?
