There seems to be an issue with the availability of the 9.6 version of
the "libpq5" package:
root@50c6b1f05cad:/# cat /etc/apt/sources.list.d/pgdg.list
deb http://apt.postgresql.org/pub/repos/apt/ jessie-pgdg main 9.6
root@50c6b1f05cad:/# apt-get update -qq
root@50c6b1f05cad:/# apt-get install postgresql-9.6

The following information may help to resolve the situation:

If we're missing something obvious, pointers would be very much appreciated! I've included
"pgsql-pkg-docker@postgresql.org"in CC here because this is in the context of getting the "postgres:9.6-beta1" Docker
imageavailable. :)
