Description:

I found this bug by accident. I am using different languages at the same
time. So i forgot to switch from RU (Russian language) to English. Typing in
password in Russian makes pgAdmin application to blow out.

steps to reproduce:
1)windows8-> Language preferences->Add a language -> add Russian language.
Now you have two or more languages in your windows input methods.
2) switch language to RU (Russian Cyrillic type of language)
3)open pgAdmin III application
4)select PostgreSQL server -> connect -> type in password with input
language being RU.
Expected result: message about wrong password or similar.
Current result: pgAdmin application blows with the windows message pgAdmin
III - PostreSQL tools has stopped working.
