What version of Ubuntu and libuuid are you running?  The stock version of uuid
that came with my Ubuntu 8.04 does not work. I downloaded a newer
version(1.6.2) from:
http://www.ossp.org/pkg/lib/uuid/
I compiled it and Postgres was happy.
