Jaime,

desgraciadamente no tengo ni idea de Windows, pero ese tipo de error
muchas veces aparece porque algún producto de anti virus interfiere con
PostgreSQL.

Además, esta lista es en inglés y la mayoría no entiende castellano. En
<pgsql-es-ayuda@postgresql.org> te podrán ayudar mejor.
