You should probably think about using a function instead, like eg:

CREATE OR REPLACE
FUNCTION other_concept_id(INTEGER) RETURNS INTEGER AS $$
    SELECT concept_id FROM concept_name where name = 'MRO' LIMIT 1;
$$ LANGUAGE sql STABLE;
