It's usable as long as you checkout a copy and then avoid doing anything
much with it.  Trying to actually use it and "svn update" is likely to
cause problems at some point.  (I know I tried and failed once.  I
learned to avoid the fire when I was a child.)

Twice a day a "cvs2svn" process runs, which creates a complete SVN
repository from the complete CVS repository.
