Avoid scribbling on original parsetree during DECLARE CURSOR.  This
prevents problems when the DECLARE is in a portal and is executed
repeatedly, as is possible in v3 protocol.  Per analysis by Oliver
Jowett, though I didn't use his patch exactly.
