Then I suggest that in addition to the per-user configuration file
~/.psqlrc you implement a global configuration file
/etc/postgresql/psqlrc. That would be the place you could put such a
setting.

Put
\echo 'AUTOCOMMIT is' :AUTOCOMMIT
in your configuration file and you're done.
