Isn't ODBC what is being used between PostgreSQL and Access? I am not sure on
the details, but that is the place to start looking for an answer. If ODBC
can support secure SSL/TLS connections, then you can just use that to
connect.

If Access can't handle a secure connection, then you have no options but to
abandon Access.
