The above is fixed in Cygwin CVS:

and the Cygwin snapshots:

    http://cygwin.com/snapshots/

Just download the latest cygwin1-YYYYMMDD.dll.bz2, bunzip2 it, and
replace cygwin1.dll with cygwin1-YYYYMMDD.dll (when *all* Cygwin process
are stopped).
