Was your only change upgrading to cygipc to 1.13-2? Please confirm or
deny this.
IIRC, Cygwin PostgreSQL could tolerate a cygipc version mismatch between
the build and runtime environment in the past. Apparently, this is no
longer (or not always) the case. If so, then I need to note this in my
README.
